Vacancy: Deputy Manager - Human Resources Management
The ministry of transport and communications exists to drive the development and utilization of information communication technologies and integrated transport services in Botswana
Applications are invited from suitably qualified, talented, decisive and self driven citizens for the above mentioned position at the department of corporate services under the ministry of transport and communications.
Main purpose of the job:
To coordinate the establishment of the assessment center/development center and provide leadership in implementation of competency based human resources management.
Key performance areas
1. Provides guidance in interpretation of human resources management policies to customers
2. Coordinates designing and effective implementation of assessment center/development center
3. Initiates effective talent development and succession plans and programmes for MTC employees
4. Initiates, develops and implements long, medium and short term plan and programmes on training and development of competent assessors and competency based interviewers
5. Uses assessment reports, employee performance reports to identify competency and skills developmental needs for MTC employees to advice the training and development plan
6. Provides on the job training to supervisees
7. Prepares training and development budget estimates and implements plan effectively
8. Prepares monthly reports and updates on the performance and progress of the assessment and development center and make recommendations to management
9. Prepares a database of employees competencies, gaps and training provided to inform succession planning and prequalification pools
10. Undertakes any duties as required by management to meet the exigencies of the service

Qualifications
Must be in possession of a minimum of degree in human resources management, public administration or related field. A master’s degree in the above fields will be an added advantage
Experience: Ten (10) years post qualification experience in human resources management, two (2) years of which should have been at D2 salary scale level in government or equivalent in assessment and development centers in the private sector or in parastatal organizations.
Salary: D1 (P241, 704-P266, 884) per annum
Leave: 30 working days per annum
Benefits
Appointment of serving public servants is on pensionable terms and the benefits are as follows:
1. Contributory pension scheme (government pays 15% and employee pays 5%)
2. Optional contributory medical aid (government pays 50% and employee pays 50%)
