The Construction Industry Trust Fund (CITF) is a joint project between the Ministry of Labor And Home Affairs and the Construction Industry of Botswana. It operates from an established training institution situated in Gaborone, Botswana. Our aim is to provide the construction industry with locally trained, competent manpower in order to maximize use and engagement of Botswana Citizens on all construction projects.

Finance & Human Resources Manager

Main purpose of the job
Responsible for developing and implementing financial and administrative procedures such as payroll, bookkeeping, insurance, budget and cost control, personnel policies, accounting functions, procurement procedures, contracts, inventory management and control procedures, contracts, inventory management and control procedures, security of facilities, legal protection of the FUND, financial reporting, strategic planning, logistics and office accommodation, debt collection services and developing business plan. Develops budgeting methodology and aids other line managers in preparing their budgets and quarterly reports.

Qualification /experience
University degree in finance/accounting/commerce or equivalent, plus full membership of a recognized professional accounting body like ACCA or CIMA/master in finance or related field
Professional membership: membership of the Botswana institute of chartered accountants/ international personal management/ institute of human resources management.
Experience: a minimum of eight (8) years relevant post qualification experience, two (2) of which should have served at middle management level or D3 equivalence in a government department, parastatal or private sector.

Financial & procurement management
• Coordination and preparation of annual budgets for review by executive director and approved by board of trustees.
• Preparation of annual budgets for the fund and supervise the processing of accounting transaction within budgetary approvals as ensuring that they are made correctly within financial regulations.
• Development and implementation of financial policies, systems and procedures as per established guidelines, and reporting the same through financial statements and summaries.
• Prepare financial monthly reports and internal management reports for the executive director containing budget to actual expenditure information.
• Internal controls: development and adherence to sound internal controls to safeguard the assets of the FUND.
• In collaboration with principal accountant, manage all subventions (grant) from the ministry to internal account sub warrant holders and ensure financial compliance is adhered to.
• Ensure that all paid invoices agree with supporting documents, including price quotes, purchase orders.
• Reconcile bank accounts and field advance accounts each month.
• Oversee local procurement and execute all approved payments for local vendors, contractors and consultants for goods and services received, in accordance with the laws and regulations of PPADB as well as CITF procurement policy.
• Maintain inventories and controls over project office fixed assets such furniture and computer equipment
• Maintain an effective office filling system, order and replenish office and stationery supplies.
• Process staff travel advances, payroll, benefits and administer benefits plan
• Manage leases to ensure current amendments are made as required
• Responsible for all matters related to the operations and administration
• Manage local information technology unit, ensuring infrastructure needs are met, including properly functioning IT equipment, routine maintenance, security over IT (anti-virus software and regular backups)
Human Resources & General Management
• Formulates and recommends human resources policies and objectives for the entire FUND
• Determines and recommends employee relations practices necessary to establish a positive employer employee relation and promote a high level of employee morale.
• Identifies legal requirements and government reporting regulations affecting human resources function. Monitors expose of the FUND. Directs the preparation of information requested or required for compliance. Approves all information submitted. Acts as primary contact with labour departments and outside government agencies.
• Protects interests of employees and the company in accordance with company human resources policies and governmental laws and regulations. Approves recommendations for terminations. Reviews employee appeals through complaint procedure.
• Directs a process of organizational planning that evaluates structure, job design, and manpower forecasting throughout the company. Coordinates’ activities across division lines. Evaluates plans and changes to plans. Make recommendations to senior management.
• Directs a process of organizational development that through increasingly responsible management positions within human resources.
• Advise, consults, and coordinates with:
- Senior management: organizational plans, succession plans, company policies, legal issues, divisional results.
- Compensation costs, budgets, and expenses
- Directs, MIS: human resources automated system
- Middle management and supervisions: as needed
• Establishes wage and salary structure, pay policies, performance appraisal programs, employee benefit programs, and services, and company safety and health programs. Monitor for effectiveness and cost containments.
• Establishes standard recruiting and placement practices and procedures. Interviews executive-level candidates.
• Establishes in-house management training programs and authority/responsibility of human resources and line management within those programs. Provides necessary education and material to line management and employee-workshops, manuals, employee handbooks, standardized reports.
• Oversee implementation of programs through human resources staff. Monitors administration to standards. Identifies opportunities and resolve discrepancies.
• Selects and coordinates use of human resources consultants, insurance brokers, insurance carriers, pension administrators, training specialists, labour counsel, and other outside sources.
• Conducts a continuing study of all human resources policies, programs, and practices to keep top management informed of new developments.
• Directs the preparation and maintenance of such reports as are necessary to carry out functions of department. Prepares periodic reports to top management, as necessary or requested.
• Keeps supervisor informed of significant problems that jeopardize the achievement of objects and those which are not being addressed adequately at the line management level

• Substantial financial management experience
• Experience in financial managing of government funded grant programs
• Computer skills, including proficiency in Microsoft office suite applications (excel spreadsheets, word processing, email, quick books)
Experience developing and interpreting standard financial reports (Balance sheet, income statement, cash flow) and creation of journal entries preferred
Salary scale: CITF Band 4 (P252 216.00-P278 467.00 per annum)
